Bangalore International Centre had arranged a talk on “Kashmir : Where are we and Where are we Going” by Lt. Gen Syed Ata Hasnain(Retd) on Saturday, 12th October, 2013 at 6.30 PM in collaboration with Takshashila Institution. Mr. NitinPai, Director of Takshashila Institution chaired and moderated the discussion.
In his detailed presentation, Lt. Gen. Hasnain highlighted that there has been a change in the political and the security context in Jammu & Kashmir over the last decade affecting the nature of both separatist politics and insurgency in the state. He discussed about the key trends and issues that affect the politics and society of the state, focusing on the army's role in managing the conflicts within the state and across the Line of Control. He explained about the transformational Hearts doctrine introduced by him during his tenure as the corps commander of the Srinagar-based 15th Corps and outcomes on the ground. The experience highlighted the importance of the army's relationship with the state government, state police and civil society. The successes of astute security management have led to significant reduction in violence and resurgence of tourism and the local economy. However, domestic and international developments over the past year have introduced new challenges in the state, with rising risks of the insurgency mutating into new forms. He deliberated on what India must do to ensure that the hard-won gains of peace and stability continue to be reinforced and sustained.
