There was a scintillating talk on “Governance, Security and Development”, delivered by Shri K Sreedhar Rao, IAS(Retd) & Member, National Security Advisory Board, Govt. of India at Bangalore International centre on 17th April, 2009 at 6 PM. The session was presided over by Mr. Samuel Paul, Founder Chairman of Public Affairs Centre.
After a brief welcome by the Director of the Centre Shri Sreedhar Rao delivered his talk. He pinpointed the systemic failures in governance and stressed that security and development can never be ensured or sustained when the governance is weak. He emphasized that the civil society has also to be responsible and responsive so that slackness in governance is neither tolerated, nor permitted. The role of electoral reforms and education is crucial in this respect.
Prof. Samuel Paul agreed that the spread of quality education would go a long way to arouse civic consciousness and responsibility which in turn would nurture and foster good governance.
The interactive session which followed was both stimulating and incisive. By an large, there was general acceptance of the thesis propounded by Mr. Rao.
The session concluded with a vote of thanks by the Director of the Centre.
