Bangalore International Centre had arranged a Talk on “ Pakistan’s Fifth Estate: The ISI Directorate and the Madhuri Gupta Case” by Dr. Bidanda M Chengappa on Friday, 4 th June, 2010 at 6.30 pm. Mr. C V Rangananathan, former Ambassador of India, presided and moderated the interactive discussion.
Through a power-point presentation Dr. Chengappa lucidly analyzed the modus operandi of intelligence operations of the ISI (Inter-Services Intelligence), its historical evolution and the rationale behind its India-centric espionage activities. The so-called “trust deficit” which exists between India and Pakistan is common knowledge. However what Dr. Chengappa brought out clearly was: how the Pakistan Army, uses the ISI to perpetuate and, in fact, widen the gulf which, in turn, makes the civilian administration totally dependent on the army. He was however quite certain that Madhuri Gupta was not privy to any highly classified intelligence and that, apart from revealing the cover of the R & AW chief at Islamadabad, she could not have caused any serious damage.
In a highly informative interactive session, in which several former intelligence and defense officials took part, it was brought out that such intelligence activities are fairly common. What is required is greater vigilance and an effective counter-intelligence set-up. The session was moderated with skill and humor by Mr. C V Ranganathan.
